You have to love beautiful, modern rugs at reasonable prices. Without fail, West Elm always has good looking, high-quality rugs on sale, and runs frequent promotions on regular priced rugs if you're willing to wait it out!
This is my go-to for small accent rugs. The prices are low and the quality is pretty solid for little throw rugs. They don't make many large rugs, but the large jute rugs are of good quality and have a lot of color depth. As with Urban Outfitters, many of the rugs are printed and need a good rug pad to help preserve their appearance.
Rugs USA offers a variety of styles and price points, and they typically run promotions offering up to 70% off. I particularly love that their selection of inexpensive flat-weave rugs have woven instead of printed designs.

Target has great rugs both in-store and online. Shopping in-store is great if you're looking for small accent rugs or want to get the feel for something you've admired online. The website has larger sized rugs and an enormous selection of items not available in the store. Beware that there are some obviously cheap, shiny-synthetic rugs lurking on the website, but items can be returned either to a store or shipped back free of charge so there's very little risk involved if you don't end up loving your choice.

Yes, it's a children's design company, but the fun, bright patterned rugs don't scream "kiddie" and there are plenty of subtle options to create a neutral base for a room. Flash-sale sites like Joss & Main are wildly popular these days, and no wonder as their large discounts are hard to beat. The only drawback is when you see something you like you do have to buy it immediately as the sale will be over within a few days and the items will disappear.
